Org. Setting and Reporting

This temporary job opening is being issued for a temporary position in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) Headquarters in New York. OIOS is an independent office reporting to the Secretary-General and the General Assembly. ID follows up on reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources, sexual harassment, or abuse of authority.

 

This temporary position is located in the Policy and Legal Support Team (PLT) of the Operational Standards and Support Section (OSSS) in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. The incumbent will be reporting to the Chief of OSSS. The incumbent may be required to travel to remote locations, at times for extended periods, to conduct investigations and provide support as required.

 

This position is temporarily available for 6 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Responsibilities

Within delegated authority, under the supervision of the Chief Operational Standards and Support Sections (OSSS) of the Investigations Division of the Office of Internal Oversight Services (ID/OIOS), the incumbent will perform the following duties:

 

 Plan, organize and conduct investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of Sexual Exploitation and Abuse (SEA) and Sexual Harassment

 Establish facts, determine findings and formulate recommendations for corrective measures and related disciplinary and jurisdictional actions

 Draft reports and communications and assist with the review of those drafted by others

 Perform legal research and analysis of evidentiary material gathered for ID/OIOS reports

 Maintain and update ID/OIOS' guidance material based on applicable best practices and legal developments

 Review policy decisions, monitor their implementation and analyse their legal implications

 Advise on operational implications of United Nations jurisprudence and General Assembly resolutions

 Assist in promoting close cooperation with other Divisions within OIOS and relevant offices and departments within the Secretariat and Field Missions

 Participates in briefing and planning conferences with investigations staff and/or members of ID/OIOS

 Performs administrative functions pertaining to the implementation of policies and procedures

 Performs other duties as required

Competencies

Knowledge of various research methodologies and sources, including electronic sources on the Internet, intranet and other databases. Ability to identify and analyse problems/issues and participate in their resolution. Proven ability to gather evidence and interview suspects and witnesses. Education

Advanced university degree (Master’s degree or equivalent) in law, international law, criminal investigation or related field. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in investigatory work is required. Experience in international investigation activities is desirable. Experience in an international or multicultural public institution is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official language of the United Nations is desirable.

Assessment

Evaluation of qualified applicants may include an assessment exercise and a competency-based interview.
