Org. Setting and Reporting

This position is located in the Economic Development Unit of ECLAC, Subregional Headquarters in México. The Programme Assistant reports to the Chief of the Economic Development Unit.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Established in 1951, the Subregional Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Mexico serves 10 countries: Costa Rica, Cuba, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua and Panama. It is a centre of excellence in technical assistance and research, advising governments in the region at the highest level on the design, formulation, follow-up and evaluation of public policies, and training public officials (Visit http://www.cepal.org/en/headquarters-and-offices/eclac-mexico).

Responsibilities

Under the overall supervision of the Director of ECLAC, Subregional Headquarters in Mexico and the direct supervision of the Chief of the Economic Development Unit, the Programme Assistant will be responsible for the following duties:

•Assists in the coordination of programme/project planning and preparation work for, typically, a medium-size and complex component of the departmental programme/project initiatives; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
•Researches, compiles and summarizes background materials for use in preparation of reports, briefs, speeches, etc.
•Carries out quality control function for outgoing documents; proofreads and edits texts for adherence for format, grammar, punctuation and style.
•Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
•Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system.
•Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
•Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.
•Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
•Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
•Provides guidance/training to new/junior staff.
•Performs other duties as assigned.

Education

High school diploma or equivalent is required. University studies are desirable.

Work Experience

Five years of experience in programme or project administration, technical cooperation or related area is required. Experience in administrative areas of the UN, such as procurement, human resources and finance, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, advanced knowledge of Spanish and Intermediate knowledge of English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
